Is it possible for end user to create a command that moves a block?

I noticed that there is the following:

Settings -> Appearance -> Code Snippet: Fine-tune the interface or functionality through code snippets

Is it possible for end user to create a command that moves a block to another location (parent) by a Javascript snippet?

If not possible, is there any plug-in that enhance in that subject?
